01.11.2021 As part of the Federal Subsidy for Efficient Buildings (BEG), the federal government is promoting sustainability aspects for the first time through a separate NH class for efficiency buildings. The funding has been available to apply for since July 2021, and buildings with a sustainability certificate receive increased funding. In order to receive this sustainability bonus, a building must be awarded the building-related “Quality Seal for Sustainable Buildings” (QNG).
On July 1, 2021, the BEG replaced the existing KfW funding programs for energy-efficient renovations and energy-efficient new buildings. Sustainable buildings can receive an additional 2.5% subsidy as part of the funding program. In order to qualify for the promotional bonus for achieving a sustainability class, a building or construction project must be awarded the state “Sustainable Building Quality Seal”. To be awarded the QNG, various ecological, socio-cultural and economic requirements must be met and the quality of the planning and construction processes must be proven.
The exact criteria for receiving the seal are determined by the federal government or the respective federal ministry responsible for construction. After completion of construction, the completed planning and construction processes are independently checked for compliance with these criteria. The “Quality Seal for Sustainable Buildings PLUS” is awarded for meeting above-average requirements, and the “Quality Seal for Sustainable Buildings PREMIUM” is awarded for meeting significantly above-average requirements. The QNG is awarded by independent accredited bodies.
In addition to meeting the specified criteria, the building, planning, construction process and handover/commissioning must be certified by a registered assessment system for sustainable construction in order to meet the requirements for contributing to sustainable development. The currently registered assessment systems are the DGNB system, the Sustainable Housing Quality Seal (NaWoh) and the Assessment System for Sustainable Small Residential Buildings (BNK).
