01.02.2023 The Federal Building Ministry is supporting the climate-friendly construction of new buildings with a new subsidy as part of the Federal Subsidy for Efficient Buildings (BEG). The funding is intended to contribute to climate protection and compliance with national climate targets.
From March 1, 2023, the Federal Building Ministry will support the climate-friendly construction of new buildings with new funding. For the first time, the entire life cycle of a building will be taken into account when providing funding: Construction, operation and potential dismantling.
According to the Federal Ministry of Housing, Building and Urban Development, climate-friendly buildings are characterized by low greenhouse gas emissions during their life cycle, high energy efficiency, low operating costs and a high proportion of renewable energies used to generate heat and electricity.
“Climate-friendly new build” promotion
750 million euros are to be made available annually in the funding program. Funding will be provided for new builds and the initial purchase of newly constructed residential and non-residential buildings. A distinction is made between climate-friendly buildings and climate-friendly buildings that also achieve the Sustainable Building quality seal:
Climate-friendly residential or non-residential building
- Requirement: Efficiency House 40 and compliance with greenhouse gas emissions in the building life cycle in accordance with QNG PLUS (no full DGNB + QNG certificate required)
- Maximum loan amounts WG: up to 100,000 euros per residential unit
- Maximum loan amounts NWG: up to EUR 2,000 per square meter of net floor area, maximum EUR 10 million per project.
Climate-friendly residential or non-residential building with QNG (KFWG – Q or KFNWG – Q)
- Requirement: Efficiency House 40 and the QNG PLUS / QNG Premium and DGNB / BNB / NaWoh / BNK certificates.
- Maximum loan amounts WG: up to 150,000 euros per residential unit
- Maximum loan amounts NWG: up to EUR 3,000 per square meter of net floor area, maximum EUR 15 million per project.
Funding is provided in the form of pro rata financing as a loan with reduced interest rates. Local authorities receive investment grants for the construction of apartments, schools or day care centers. Applications for funding can be submitted to KfW. For all applications for funding that were or will be submitted between January 1, 2022 and December 31, 2024, it is possible to extend the approval period to 66 months. The extension must be applied for separately.
Since January 1, 2023, the Federal Ministry of Housing, Building and Urban Development has been responsible for funding new builds, and no longer the Federal Ministry of Economics and Climate Protection. However, the BEG’s “Efficiency House 40 Sustainability Class” new-build subsidy program will continue until the new subsidy begins.
