Quality seal for sustainable buildings (QNG)
The QNG is awarded in two quality levels: For the fulfillment of above-average requirements, the Quality Seal Sustainable Building PLUS for meeting significantly above-average requirements, the PREMIUM sustainable building quality seal.

- Seal variant for residential buildings (valid from 01.01.2023): New construction and complete modernization of residential buildings, version 2023 (QNG-WG23, replaces QNG-KN21 and QNG-WN21)
- Seal variant for non-residential buildings (valid from 01.01.2023): New construction and complete modernization of non-residential buildings, version 2023 (QNG-NW23, replaces NWG-BN22 and NWG-BK22)
The exact criteria for obtaining the seal are defined by the federal government or the respective federal ministry responsible for the construction industry and are divided into general and special requirements. After completion of construction, the completed planning and construction processes are independently checked for compliance with these criteria. In order to be awarded the QNG seal, the qualities achieved must be verified by a recognized certification body and a sustainability assessment must be carried out by an accredited assessment system for sustainable construction.
Currently recognized evaluation systems:
- DGNB system (non-residential buildings: 2013 and 2018 versions, residential buildings: 2018 and 2021 versions),
- Quality seal for sustainable residential construction (Residential building: NaWoh V3.1),
- Assessment system for sustainable small residential buildings (residential buildings: BNK V1.0) up to five residential units and assessment system for sustainable buildings (BNG) for more than five residential units,
- Assessment system for sustainable building (non-residential buildings: BNB version 2015 and 2017).
Proof is provided in the form of regular certification with one of the aforementioned assessment systems.
QNG requirements as a funding standard: Climate-friendly new build funding program (KFN)
Since July 2021, sustainable construction and sustainability certifications have been promoted as a quality assurance tool by the Federal Subsidy for Efficient Buildings (BEG).
The Efficiency House sustainability class (NH class) with QNG was the only standard that was promoted within this framework.
Since March 2023, the Climate-friendly New Construction (KFN) funding program has been available for residential and non-residential buildings.
This means that the entire life cycle of a building is taken into account for funding purposes.
In order for a project to meet the requirements for the Climate-Friendly New Construction funding, the life cycle assessment must meet various threshold values and also the requirements of the QNG to varying degrees.
For funding purposes, a distinction is made between climate-friendly buildings with and without QNG:
Climate-friendly residential or non-residential building with QNG (KFWG – Q or KFNWG – Q)
- Requirement: Efficiency House 40 and the QNG PLUS / QNG PREMIUM and DGNB / BNB / NaWoh / BNK / BNG.
- Maximum loan amounts WG: up to 150,000 euros per residential unit
- Maximum loan amounts NWG: up to EUR 3,000 per square meter of net floor area, maximum EUR 15 million per project.
Climate-friendly residential and non-residential buildings (KFWG and KFNWG)
- Requirement: Efficiency House 40 and compliance with greenhouse gas emissions in the building life cycle in accordance with QNG PLUS (no full DGNB + QNG certificate required)
- Maximum loan amounts WG: up to 100,000 euros per residential unit
- Maximum loan amounts NWG: up to EUR 2,000 per square meter of net floor area, maximum EUR 10 million per project.
