Energy certificates (GEG/EnEV Attestations)

Energy certificate for buildings (EnEV/GEG Attestation)
The presentation of an energy certificate is mandatory for sales or new leases of real estate
according to EnEV or GEG. The same holds for renovations and new buildings as proof of compliance
with building regulations. In order to be able to receive a planning permission, an energy
performance certificate is needed.
Energy certificates (EnEV/GEG) show general information about a
property, the energy sources in use as well as data about the energy performance in the given
property. The preparation of an energy certificate includes the calculation of the thermal insulation
properties of the building shell as well as the energy demand of all the building services including
cooling, ventilation systems, lighting, hot water and heating.
The energy efficiency and compliance with the requirements compared to an ideal reference building
are shown as a result on a colour scale. This makes it possible to prove compliance with the
requirements of building law. Energy certificates that are produced until May 2021 have to follow the
German Energy Saving Ordinance of 2014 (EnEV). From May 2021 onwards energy performance
certificates will be based on the new Buildings Energy Act of 2020 (GEG), which replaces EnEV.
Energy performance certificates are generally valid for 10 years.
Consumption-based and demand-based energy certificates for buildings
When preparing an energy certificate a distinction is made between a consumption-based and demand-based certificate. The consumption-based certificate shows the amount of energy used in the building in the last three years. The result is based on real consumption data. In order to prepare a consumption-based certificate, the heating system and the fabric of the building are considered and based on this, a result is calculated that is independent of the usage behaviour. Results are shown in kilowatt hours (kWh) per square metre (m2) of usable floor space – in short: kWh/(m2a). The colour range facilitates the classification of the results. As an example the red range starts at 250kwh per square metre per year. For existing buildings the certificate does not only include the calculated results, but also suggestions for improving the energy efficiency of the building, although these are not mandatory.
Building planning according to GEG
Since 1 November 2020 the Buildings Energy Act GEG has been the applicable energy saving law in
Germany. It replaces the Energy Saving Ordinance (EnEV) as well as the Energy Saving Act (EnEG) and the Renewable Energies Heat Act (EEwärmeG). Previous requirements regarding insulation,
restoration and duties to replace or update remain in place. Among other things, the listing of CO2 emissions in the energy certificate is new.
